Now we should tell few words about the Steam emulator.
SteamID emulator is one of the main components of many games. It's main purpose is to allow Non-Steam clients join game servers. Also emulator generates unique identifier based on hardware ID which may be used for authorization of non-Steam client at non-Steam server.
In other words, if you have an emulator and the server allows non-steam clients, you will be able to join the server.
If you have no emulator, and the server allows old non-steam clients without emulator, you'll also play. It could be connected with some difficulties, including but not limited to invalid rank and game statistics (always on the last place in a rank).
Among almost dozen of emulators, SteamEmu and RevEmu were the most popular for years. There were few other ones like SteamClient 2009 or AVSMP but there were rarely used. Now around 80-90% players use
REVOLUTiON Emulator because it's updated regulary. Unfortunately,
SteamEmu is not updated for many years and is not compartible with latest official game releases.

All our builds include RevEmu and this fact allows you to join 100% non-steam CS servers. Just
download Counter Strike 1.6 and start to play.
However, there is completely no solution which will allow you to join official steam servers. But we should not despair. Almost all CS 1.6 servers allow non-steam players, and mainly because there are much more players with non-steam client version. Honestly, it depends on the MasterServer (the server which gives you the list of game servers you can choose from). Official Valve MS has both Steam and Non-Steam servers, and using it you can try to join few servers before you'll find a server which you'll be really able to join. Thats why we use alternative non-steam master server which contains only those servers who allow non-steam clients.
